Just Before 2019 Elections, 10% Reservation For Upper-Castes Is Modi’s Masterstroke

In an attempt to lure its upper-caste vote bank, the BJP played its “masterstroke” by reigniting the hot debate over reservations for economically weaker Savarna Indians. The cabinet today approved the proposal of introducing the 10% reservation for this group. The Bill is to be introduced in Parliament in the last two days of the Winter Session.

Here are the criteria for an individual to qualify for this reservation:
  • The household income (which determines who is classified as EWS) should be below ₹8 lakh.
  • Agriculture land must be below 5 acres.
  • Residential house  must be less than 1000 sq.ft.
  • Residential plot must be less than 109 yards in a notified municipality, or less than 209 yards in a non notified municipality area.

After not doing anything about this issue in the 2014 elections, now, as a major step to reassure its traditional set of voters, the Modi government brought up this huge gift-hamper-like thing, and tried to secure upper-caste support.

This move is a huge blow to the opposition, and is becoming principle to the Modi Wave in the 2019 general elections. As the BJP’s biggest stunt, it already appears to be a huge success. The voters who are unsatisfied with the working of the government (on other fronts like Ram Mandir, Article 370, the SC/ST Act (Amendment) Bill, Demonetisation, and Foreign Policy) are likely to be happy with this step and promise to return to support the party.

Till now, parties like the AAP and CPI(M) appear to be in favour of this cabinet decision, but some, like Congress Leader Harish Rawat, accused PM Modi of bringing the measure in too late. Even former BJP minister Yashwant Singh says it seems to be a new political jumla (gimmick).

The Government will also propose to amend Article 15 and 16, which defines the powers of the government in making any special provision for the equitable treatment of Schedule Castes, Schedule Tribes, Women, and Children, in order to provide each group with equal opportunities in educational institutions and jobs.

All eyes are now on the passing of the amendments and the reaction to this by the Supreme Court, as the upper limit to the reservations has already been restricted to not more than 50%.
